There are people who enjoy making graphics for their own personal use and to share with others. They may offer some of them for free and others may be for sale, they may only allow you to use them for personal use and not for any commercial use. Or they may allow personal and business use. They may require a link back their website for the use of their graphics. So, make sure you read the TERMS OF USE.

When visiting a Japanese or other foreign graphics sites (material), use a translater like Google and find out how you can use the free graphics, the site may offer free graphics and or graphics that are only for sale. I find that most alow the free graphics to be used for private non commercial web pages! So, if you want use the graphics for a personal website, blog or make a greeting or birthday card, you should be okay!
